That looks like a copy of a copy of a copy of the original photo. Back in the old days, you didn't take the original plate (if it was a glass plate or a tintype) which were super detailed if focused, and make a copy, you literally took a picture of the picture or the carte de visite print, so each time it got worse and worse, and then those photographs were printed in books, which further degraded quality by the way old school books were printed. If you could get back to the original it would be sharp as a tack, probably.
